NOTICE IS HEREBY GIVEN that a governing board member election will be held in the above-named district on Tuesday, November 8, 2022, for the purpose of electing Directors as submitted by the District:

The Elections Division of the County Clerk-Recorder’s Office, located at 1055 Monterey Street, Suite D-120, San Luis Obispo, urges interested candidates to call our office at 805-781-5228 to make an appointment to come in and obtain the Declaration of Candidacy.

The nomination period opens Monday, July 18, 2022, and will close at 5:00 PM, Friday, August 12, 2022. If the incumbent officer has not filed by August 12, 2022, the nomination period will be extended until Wednesday, August 17, 2022, for any person other than the incumbent to file for the office.

In the event there are no nominees or an insufficient number of nominees for each elective office, and a petition for an election is not filed with the elections official within the time period prescribed by law, appointment shall be made pursuant to Elections Code Section 10515.

Virtual Meetings to Continue for now.

The regular meetings will continue to take place via Zoom meetings for the foreseeable future, until the board makes the decision to go back to face to face meetings. 

Please look at the current agenda for links and information regarding the current months virtual meeting.

We will continue to post announcements of any on-line meetings in accordance with the law (24-hours for Special Meetings). Anyone who wishes to get direct email notification of on-line meetings can email me, Dan Gilmore, General Manager, at [email protected].

No decision has been made yet about when the regular meetings of the GSHCSD Board of Director’s will resume at the Creston Fire Station at 6055 Webster Road in Creston, California.

RESOLUTION NO. 2017-04
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE
GROUND SQUIRREL HOLLOW COMMUNITY SERVICES DISTRICT TO
ESTABLISH 2017-2018 SPECIAL TAX FOR STREET IMPROVEMENTS AND
MAINTENANCE WITHIN THE DISTRICT AND DIRECTING THEIR
COLLECTION BY SAN LUIS OBISPO COUNTY IN THE
FY 2017/18 TAX ROLL


WHEREAS, the Ground Squirrel Hollow Community Services District (“District”)
became effective June 8, 2004, pursuant to an election and Resolution of the Board of
Supervisors of the County of San Luis Obispo, and under the authority of the Cortese-KnoxHertzberg Local Reorganization Act of 2000 (Government Code § 56000 et seq.); and

 

WHEREAS, by said Resolution and the resulting election, the Ground Squirrel
Hollow Community Services District, pursuant to Government Code §61100(l) is authorized
to exercise the following services:

 

(l) Acquire, construct, improve, and maintain streets, roads, rights-ofway, bridges, culverts, drains, curbs, gutters, sidewalks, and any incidental
works. A district shall not acquire, construct, improve, or maintain any work
owned by another public agency unless that other public agency gives its
written consent.

 

WHEREAS, the June 8, 2004 ballot measure approved by residents within the
District voted to establish a special tax pursuant to Government Code §50077(a) to finance
the services more particularly described in the above Recitals at the rate of two hundred forty
dollars ($240) per parcel to increase no more than two percent (2%) annually, unless
otherwise approved by the electorate, as provided by state law; and

 

WHEREAS, the District Board of Directors voted to initiate the special tax to
finance the services more particularly described in the above Recitals at a rate of three
hundred three dollars and thirty cents ($309.36) per parcel at their May 10, 2017 meeting, as
provided by state law; and

 

WHEREAS, the District Board of Directors conducted a Public Hearing on June 14,
2017, to establish the special tax to finance the services more particularly described in the
above Recitals at a rate of three hundred three dollars and twenty-nine cents ($309.36) per
parcel and did not receive any majority protest against the special tax rate at the Hearing; and


 

WHEREAS, the Board of Directors find that all procedures required under
Government Code §50075.3 have been duly complied with in connection for approval of the
special tax and are electing to have San Luis Obispo County levy and collect the special tax
in accordance with California Government Code §61115(b).

 

NOW THEREFORE, BE IT RESOLVED THAT THE BOARD OF
DIRECTORS OF THE GROUND SQUIRREL HOLLOW COMMUNITY SERVICES
DISTRICT, COUNTY OF SAN LUIS OBISPO, STATE OF CALIFORNIA, HAVING
DULY CONSIDERED THE SAME, DO HEREBY DECLARE AND ADOPT THE
FOLLOWING:

 

1. That the Recitals set forth above are true, correct, and valid.
 

2. That the Ground Squirrel Hollow Community Services District Board
conducted a Public Hearing on June 14, 2017 to consider establishing a
special tax at the rate of $309.36 per parcel for fiscal year 2017-18 and
did not receive a majority protest at the Hearing.

 

3. That the Ground Squirrel Hollow Community Services District Board of
Directors hereby establishes a special tax at the rate of $309.36 per parcel
for fiscal year 2017-18.

 

4. That said special tax shall be collected at the same time and in the same
manner as other taxes levied and collected by the County of San Luis
Obispo in accordance with California Government Code §61115(b).

RESOLUTION NO. 2017-05
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE
GROUND SQUIRREL HOLLOW COMMUNITY SERVICES DISTRICT TO
ESTABLISH THE 2017-2018 SPECIAL ASSESSMENT FOR THE CHIP SEAL
UPGRADE PROJECT WITHIN THE DISTRICT AND DIRECTING THEIR
COLLECTION BY SAN LUIS OBISPO COUNTY IN THE FY2017/18 TAX ROLL


WHEREAS, the Ground Squirrel Hollow Community Services District (“District”)
became effective June 8, 2004, pursuant to an election and Resolution of the Board of

District conducted a community vote and a Public Hearing to consider establishing an
assessment at the rate of one hundred and fifty-five dollars ($155.00) per parcel as identified
in the Assessment Report beginning in fiscal year 2016 and continuing for twenty (20) years,
and did not receive a majority protest at the Hearing; and

 

WHEREAS, on December 9, 2015 the Ground Squirrel Hollow Community Services
District Board of Directors confirmed and imposed the special assessment of one hundred
and fifty-five dollars ($155.00) per parcel for 269 parcels, beginning in fiscal year 2016 and
continuing for twenty (20) years; and

 

WHEREAS, the Board of Directors find that all procedures required under
Government Code §50075.3 have been duly complied with in connection for approval of the
special assessment and are electing to have San Luis Obispo County levy and collect the
special tax in accordance with California Government Code §61115 (b).

RESOLUTION NO. 2017-06
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE
GROUND SQUIRREL HOLLOW COMMUNITY SERVICES DISTRICT
ADOPTING THE 2017-2018 FISCAL YEAR BUDGET


WHEREAS, the District is required, pursuant to Government Code Section 61110,
to adopt a Budget that conforms to generally accepted accounting principles prior to July 1
st
of each year; and


WHEREAS, the District’s Budget outlines anticipated revenue and expense for its
road maintenance and improvement operating fund; and


WHEREAS, the District adopted a Preliminary Budget on May 10, 2017, and
published said Budget for public review and comments and set the date of June 14, 2017 for
adoption of the Final Budget.


NOW THEREFORE, BE IT RESOLVED that the Board of Directors of the
Ground Squirrel Hollow Community Services District, County of San Luis Obispo, State of
California, having duly considered the same, do hereby declare and adopt the following:

 

1. That a Public Hearing was held on June 14, 2017 to receive public comments
on the proposed Budget.

 

2. That the final Budget of the District for Fiscal Year 2017-18, a copy of which
is attached and made a part hereof, is hereby adopted.

 

3. That the Budget be administered as established by current policies and
practices.

Titled District updates 8/2016

The roads that are paved in the district were paved in 1988 long before the CSD existed, the CSD was formed in Sept 2004,because of the incredible deteriorating conditions of the roads. if you look at the charter on the website we were formed to maintain roads in existing condition.(chip seal repaired and remain chip seal, base to be repaired and remain base. We are a government entity and must follow the rules we were formed by, through a ballot in 2004. Therefore in order to chipseal base roads we had to have a new ballot with the approval of all residents who will benefit from the chipseal via the live on base or must cross base.
We have had difficulty procuring financing for the project due to our unique situations out here, and we were also told that chipseal may only be financed for 10 and we calculated 20 year financing. We continue to look at other financing options, and at the same time our manager quit and we had to find a new manager.
We also have NO powers to police.
We also charge an encroachment fee, on construction because people may and have damaged the roads while doing construction, therefore that is for our protection.
There are no home owners associations out here, we are a Community Services District(CSD) to maintain roads and now control rubbish collection only.
